There is nevertheless, a trend towards a gradual increase in the involvement of Community officials. Obviously this trend is not a continuous one. The decision as to whether the Participation of the Commission in political cooperation Commission is to participate is normally taken at the beginning of each meeting. The problems which arise here are usually due to opposition from an individual national delegation to the presence of Community officials during discussion of specific issues. When this occurs, and it is impossible to reach unanimous agreement, the Chairman may request the temporary withdrawal of the Commission representative until the next item on the agenda.
The publication of the first Davignon Report in July 1970 was followed by a period during which those charged with the management of political cooperation and those dealing with Community activities fought jealously to defend their prerogatives and to avoid any 'polluting' contact with each other. The main reason for this attitude, quite apart from actual competition between institutions, is to be found in the differing political premises on which they are founded. Political cooperation represents, in practice, an alternative concept to that represented by the Community.
The rigid Danish attitude was not, however, due simply to questions of principle, but rather to the poor relations between the Minister for Foreign Affaris (Anderson) and the Minister for European Affairs (Noorgard).
