As an example, when cadres were televised visiting rural homes and sending warmth to farmers (song wennuan) by giving money for school fees to hardship households and food to households with sick members, farmers would quip that when they wanted to build houses or obtain help they had to ‘send warmth’ to the cadres.

It must be noted, however, that although the sponsorship method was much hailed on television news, its promises were rarely delivered in real life. At the instigation of the Organization Bureau, in Rivercounty, as in many other parts of Jiangxi, the township governments were required to establish agricultural demonstration depots (nongye shifan jidi). These depots experimented with new varieties of rice, crops and livestock. Ideally they shifted the risk of experimentation from farmers to the township government; provided examples of success for emulation; and distributed seeds, resources and technical support.
